For ex Segment 1 - duration 2 seconds - moof + mdat Segment 2 - duration 2 seconds - moof + mdat

Is the "moof" length across segments a constant in the DASH standard? Can this be considered a constant to arrive at the mdat offset in subsequent segments

I see there hasn't been a comment here. No: moof length is not standardized to be fixed and cannot assumed to be fixed. Variation in segment sizes is allowed, and content generation frequently uses this to add different number of samples in different segments to address varying sample size issues. On example of the aforementioned issue is, say, the target segment size is 1 second and an integral number of samples cannot fall into this time due to sampling frequency.
