Avoid Hanging paragraphs #13

For better consistency with ETSI styles, it would be good to avoid hanging paragraphs.

As an example

  1. Content encryption and DRM <text 1> 7.1 Robustness <text 2>

should be changed to

  1. Content encryption and DRM 7.1 Overview <text 1> 7.2 Robustness <text 2>
