Add SCTE 35 identifiers

"urn:scte:scte35:2013:xml": MPD event with XML representation of an SCTE 35 cue message. Schema is defined in SCTE 35 specification "urn:scte:scte35:2013:bin": Inband event with a complete SCTE 35 splice_info_section starting at the table_id and ending with the CRC_32. SCTE 35 provides the syntax/semantcs.
