4.X.3.2 Numbered item 2 is described as applying to "each representation delivered in low-latency mode" but is contradicted by numbered item 3 which allows for short segments with conflicting constraints. Point 2 should be scoped to "each representation delivered with chunked segments" or similar and constraints that apply both to that case and for short segments (point 3) should be separated out.
