Support the MPEG-DASH work on bandwidth cap, link resolution, and wall clock MPD events. Encourage MPEG to provide the normative solution if needed, asap

(2020/04/15 Call) link resolution ok, clarify issues across Period events, for others we had no discussion yet

DASH-IF would like to request MPEG to expedite its work on clarifications of xlink resolution process as well as Event signaling cross periods.
