Update MPD Patch XML Syntax #25

While we worked through the XML Schema definition for patching we found out the patch operations schema did not actually define elements and instead defined only types for the operations. This meant we had to manually define the elements in our schema: https://github.com/MPEGGroup/DASHSchema/blob/dev/DASH-MPD-PATCH.xsd

We should update the XML Syntax in AMD 1 to reflect the most recent iteration of the schema.

Thanks for catching this. Yes, the restricted attempt was abandoned. See: https://github.com/MPEGGroup/DASHSchema/pull/72 I think we need to send a DASH-IF liaison to MPEG, with a redline of the AMD1 schema (or replace it all). Also I see the example xml file for patch contains a reference to a "RESTRICTED" schema file which needs fixing as well but that's' just a github task.

But I don't quite understand the above about not actually defining elements. Can you elaborate relative to the dev branch of the schema?
