Event Message Streams #27

We need to make a clear statement about the Event Message Streams in Adaptation Sets. For example, if you switch a Representation in a low-latency case, you wanna make sure that repetitions are not causing problems. There needs to be a consistent id signaling. IDs need to be consistent within a Switching Set.

event TF call april 16 2020: is this issue still relevant is a DASH-IF authoring guideline not enough ? we added a requirement making sure ids are consistent across representation as a requirement to authoring guidelines
