ISO/IEC 23009-1 Annex K defines the usage of Service Description elements to control specific settings on the client side such as the target latency, the desired minimum/maximum bandwidth and the maximum playback rate.
The goal of this test content is to add a ServiceDescription element including OperatingBandwidth elements.

A live MPD with a single period
The MPD contains a ServiceDescription element with two OperatingBandwidth elements
The first OperatingBandwidth element contains the following attributes
mediaType set to "video"
min set to a value larger than the lowest bandwidth value of all video representations
max set to a value smaller than the highest bandwidth value of all video representations
target set to the value of the video representation having a bandwidth closest to the average bandwidth
The second OperatingBandwidth element contains the following attributes
mediaType set to "audio"
min set to a value larger than the lowest bandwidth value of all audio representations
max set to a value smaller than the highest bandwidth value of all audio representations
target set to the value of the audio representation having a bandwidth closest to the average bandwidth
