The @qualityRanking attribute allows the author of the MPD to define a ranking for all the available Representation in a single AdaptationSet. From 23009-1:
qualityRanking specifies a quality ranking of the Representation relative to other Representations in the same Adaptation Set. Lower values represent higher quality content. If not present, then no ranking is defined.

A VoD MPD with a single period
The MPD contains one video and one audio AdaptationSet.
Each AdaptationSet has a minimum of three different Representations. Each of the Representations has a qualityRanking attribute. qualityRanking values shall range from 0 to 2.
The MPD contains a ServiceDescription element with two OperatingQuality elements
The first OperatingQuality element contains the following attributes
mediaType set to "video"
min set to 0
max set to 2
target set to 1
