Multiperiod Number MPD does not update publishTime #188

The URL https://livesim2.dashif.org/livesim2/periods_60/testpic_2s/Manifest.mpd does always report publishTime=1970-01-01 instead of updating every 1min as there is a new period.

This also means that MPD patch will not work.
