The 5 Dash fee to submit a governance proposal has been in place for years and it discourages spam, but may become excessive if the price of Dash continues to rise.

We should also consider the effect that any changes to the proposal fee would have on the number of proposals that MNOs might need to evaluate, which could exacerbate #6 .

This issue was most recently raised in this forum thread.
