[UI] - Create common component for rendering an Amount

• Can format as currency (or not) based on Asset Type prop and some other Boolean flag prop
• Deals with interpreting positive and negative numbers relative to "normal balance type" (Debit or Credit)
  • Credit Amounts are always negative in the raw value, but if the normal balance type for some context is Credit, then Credit Amounts should be positive and Debit Amounts should be negative
