Create Lab Assembly Guide for PC Engines #726

Follow the template used for MSI and 3mdeb internal documentation to create a guide, based on which anyone can set PC Engines + RTE to validate automatically validate nightly or releases candidate builds using CI/CD pipeline.

Unfortunately, I don't have all the hardware pieces to put together the Lab Assembly Guide. Next week, I will try to get all the equipment.
