Add a new file mwd_atmos_manipulation to get and set atmos data matrix
Rewrite the compute_mean_atmos Fortran function to gain computation time
Add a new setup option to trigger or not the mean atmos computation
Add compute_mean_atmos options to documentation
Rename mesh variable rowcol_to_ind_sparse to rowcol_to_ind_ac
