Identify portals when RC level not high enough #21

It would be great if there was a separate outline options for active portals that are not able to be accessed due to insufficient Runecrafting level.

For instance, If the player is level 49 Runecrafting and the Death Rune portal (requires level 65 runecrafting) is active, then it would show a white outline (or whatever color is configured).

This would help prevent players from wasting time clicking on portals that they cannot use.
