Non-blocking validation for URLs in csvlint #352

Once #726 is possible, we can adapt the csvlint app to be able to validate URLs downloaded from the net in a streaming fashion, so that the user sees messages appear in an interactive way, not after a long wait with seemingly nothing happening.

@Floppy this is stuff from when I was last here - these changes have been incorporated right
