Fixes #229 and adds dockerfile #238

This PR fixes #229

Changes proposed in this pull request: Additionally it adds a Dockerfile so that csvlint can be used on all machines supporting docker.

Er, this was closed by accident. Sorry. Can you reopen a PR with just the dockerfile change? I've pulled across the other changes already.

Hi @Floppy, am I missing something or have your proposed changes not been merged to master? And if not, does that mean that I should make another pull request with just the proposed changes to validate.rb?

Um, that's a good question. Not sure what's happened. I'll get back to you when I work out where it's gone. No need to open another PR, I'll work out what I screwed up.
