Changes

[X] Set start date to 2020/03/08 to all regions
[X] Based on Menghui Li et. al, 2021 update SI gamma function to gamma(6.5, 0.7)
[X] Revise overestimate prior to a more conservative NormalDistribution(2,2)
[ ] Couldn't find nice references to update the Infection-to-onset prior distribution
