Create a Hugo site and landing page #15

[ ] Move documentation to a hugo-supported directory structure
[x] Create config.yml
[ ] Integrate build with ci/cd system as a github action (#16)
[x] Ensure site renders markdown files as expected
[X] verify adoc can be rendered
[ ] integrate TOC for hugo
[ ] create vanilla repo so we can clone form there for other porjects
[ ] provide install instructions

The main documentation content is now located over in laszewsk/mlcommons repo. That repository has the site generation executing and all documentation was ported (and a backtrace made to this repo using a git submodule).
