Establish CI/CD ecosystem to build products

• [ ] Select a CI/CD ecosystem to target for running builds and automation
• [ ] Create build scripts for CI/CD ecosystem
• [ ] Establish github action to trigger a build of support artifacts (libraries, containers)

• [ ] for the earthquake code this will be a bit much as we do not have that kind of computational power on github.
• [ ] can we integrate other external resources in a github action
• [ ] can we create a docker container simplifying the ci to run under the credentials of a user such as gregor so he can use his allocation?
• [ ] hugo: see cybertraining-dsc.github.io where a much more sophisticated framework is managed .... we will however use new docsy schema. or identify better/alternate technology.
