Augment Rivanna MNIST Tutorial to include bootstraping python and installing modules #42

We need to update the existing Rivanna tutorial to include procedures to:

  1. [ ] Setup Python via anaconda
  2. [ ] Procedures to activate the new anaconda environment
  3. [ ] Instruct users to install the necessary requirements.
