Add GitHub Actions Workflow for Testing #12

Added a workflow to perform the following tasks:

Setup: Installs Docker Compose and creates a Docker network.
Service Management: Starts services defined in the docker-compose.yml file and waits for Neo4j to become ready.
Configuration: Applies necessary constraints to the Neo4j database.
Testing: Runs Python unit tests.
Cleanup: Stops the Docker Compose services and removes the Docker network after tests complete.
