Identify state by state datasets #4

Using @bbrewington's inventory, identify datasets that have state by state metrics. Can deliver either a list of filenames/urls, or an aggregated data frame, organized by state. https://github.com/bbrewington/VA-open-data-mysandbox

I'm looking into this as well! @dkotschessa, if you are willing, please let me know what you can find as I already have done some EDA work on one of the state datasets.
