Datadictionaries - add DD template, refine process #26

  1. Added a data dictionary template based on @mattgawarecki's excellent work.
  2. Since data.world literally just added the ability to label (raw data, clean data...), edited the process to reflect that.
  3. Added request for scripts used to generate/tidy datasets.
  4. Took off the requirement to document the info fields on DW in favor of just adding a link to the data dictionary we're already asking for.
