first attempt of summary function

Expenditure function: Creates a list of summary for each quarter. This function requires two arguments:

• the data frame with the expenditure data (in the same format as provided by the download & clean functions)
• the summary variable name (in quotes)

Example call: exp_summary(df, "OFFICE")
