Linking BioID-Payee-Party #37

Following suggestions from https://github.com/Data4Democracy/house_expenditures/issues/34

In match_bioguide_party_utils.py contains functions that will

query the ProPublica Congress API (default is sessions 102-115)
match the ProPublica data with a given House Expenditure dataset

Additionally, an iPython notebook is included to provide examples on how the functions should be used.
