Everywhere loading happens.

Added in some basic loading screen that covers entire screen and is toggled during state change. Also, HTTP loading is moved to resolves. https://github.com/DataAnalyticsinStudentHands/FormBuilder/commit/d4f2807b609cdfae8a4bb51484b13b2191fe1791

@nqv1994 Can you take a look at what the best way to style the loading element is? It's full screen right now not sure if that's the way we want to go. It's on the feature/loading branch.
