Debug /hnet/outgoing/test dir now added. #52

Just define the environment variable: debug with any value and it will move things into the test directory.

Already tested and works on my system. Only needs to be tested on the test dev. server.

Could you please make the "outputdir" an environment variable? We don't just want to use this for testing. In a testing scenario, a developer could choose a different folder than the production environment.
