Switch to rank-based ordering for FedRAMP inventory #5121

to facilitate moving the row generated by ACMCertificateMapper for the client VPN to the top. Instead of ordering the rows based on the order of the mapper classes in the source code, each mapper populates the rows it generates with a rank. The ACMCertificateMapper uses a different rank for the VPN row.

I'm not sure this is as urgent since current assessor isn't using inventory anymore.
