Index dcp42 in prod #6558

All projects with a "1' in the "dcp42" column of the HCA Prod tab in TDR Datasets and snapshots.

Please note, this contains the first HCA Managed Access dataset.

I have added column 'E' "Public" to indicate if a dataset is open access (Y) or managed access (N). This is the same as what is used for AnVIL.

I have given this a priority of 'high' (+) since this is a major milestone and a lot of people are waiting on it.

Given the heightened priority we will do this as a hotfix + backport on Friday Sep 13th. In order to ensure that Azul correctly enforces the managed-access restrictions, I will monitor the production site while the reindex is ongoing over the weekend.
