Change format of DATASET_CONFIG_DIR to match other repo #214

/app/dataset_config/DATASET and dataset_config/DATASET are equivalent. Make both repos use the same format; eg they can use same docker-compose command.

husky formatted a bunch of stuff in the README. The only line that changed in line 42.
