Consolidate Metadata Serialization and Identifier Interoperability #18

This PR adds the https://github.com/DataBiosphere/metadata-serialization and https://github.com/DataBiosphere/identifier-interoperability into this document with the proposal to archive and delete the other repositories.

Further maintenance will be addressed in future work.

This consolidates the documentation repos. I wonder if there is need to make it more generic? I think that possible need does not block this PR.
