Remove bring /next folder contents to the top level #2490

Need

To have a more standard directory structure, we need the package json to be on top level.

Approach

  1. Move the contents of the /next directory to the top level
  2. Delete the next directory
  3. Let's discuss if any contents of the next directory conflict with existing top-level files.
  4. Check if any build code or GH actions need to be updated for the new top-level location.
