Suggested changes to flash-flood documentation PR #168

This PR makes some suggested improvements to the flash-flood Jupyter notebook and markdown documentation.

The changes showed up as removals/additions of files, instead of files being moved and then modified, so I need to rebase this pull request for the diff to be more sensible.

Rebase is complete. The "Diffs" tab of the PR is still showing the changes as removals/additions of files, but you can see suggested changes separated cleanly in the two commits above
