In the INSPIRE Model, there is a domainExtent property [1..*] of type EX_Extent, providing the "Extent of the spatiotemporal domain of the coverage." (whereby spatio includes the vertical dimension) This is partially redundant with the gml:boundedBy/gml:Envelope content, that is utilized by WCS for ascertaining the coverage extent.

OK, no way to replace the extent by the envelope, as there is a hard requirement in the dataspec, we'll have to keep this in the proposed metadata type

IR Requirement Annex III, Section 1.7.2 Domain Extent and Range Set of Elevation Grid Coverage (2) The domainExtent attribute of every ElevationGridCoverage instance shall be at least populated with a subtype of the EX_GeographicExtent type.
