Add a new CF template for streaming Resources config changes #103

The new template creates the needed resources to stream config changes from customer's AWS account to DataDog

FYI there's some doc on similar templates on how to deploy them: https://datadoghq.atlassian.net/wiki/spaces/AWS/pages/3085599235/Deploy+Cloudformation+Templates Would be a good idea to complete once this is rolled out
