What does this PR do?

Update the agentless cloudformation deployment (release 0.11.2):

add opt-in to add permissions for sensitive data scanning on S3 buckets
upgrading to new Ubuntu LTS 24.04
allow specifying an installation channel for the scanner (beta / stable)
