What does this PR do?

This PR Adds multiple steps for CI. The workflows added are the following:

Lint Format checking
Unit tests
Lint for Cloudformation template
Typescript build check
Motivation

Increase velocity in the Serverless team.

Testing Guidelines

Verified Cloudformation template errors
Verified Unit test failures
Verified Build test failures
Verified Format failures
