Automatically run tests in GH workflow for PRs #76

What does this PR do?

Changes the workflow setting to run the tests on PRs, matching what we do in datadog-lambda-js https://github.com/DataDog/datadog-lambda-js/blob/main/.github/workflows/build.yml#L4-L8 and our other repos

Motivation

Noticed that not all the tests had run on our community PR https://github.com/DataDog/datadog-cloudformation-macro/pull/75
