update the scripts for sso and docker cp

What does this PR do?

• Updates scripts to use sso role.
• Modifies docker build step to avoid using tar.

Motivation

Issues with tart, and the need to use sso in roles.

Testing Guidelines

Ran manually and awaited for integration tests to come as expected.

Additional Notes

Tar was causing issues while running scripts.
