What does this PR do? What is the motivation?

adds an is_loggedin shortcode that checks the visitors' loggedin status on the Datadog app.

check that the Generated by the is_loggedin shortcode text shows above the Overview section.
log out of all Datadog app accounts or remove the dogwebu cookie. and refresh the page. the generated text should not show.
clone this branch locally. A different message should show above the Overview section
- "Local Development rendering of is_loggedin shortcode. Not checking if user is logged into Datadog"
