DOCS-8924 DORA Metrics Documentation Update

What does this PR do? What is the motivation?

Add tabs on the Deployment and Failure Data Sources pages with content that is relevant to the respective data source.

"Your repository metadata is synchronized to Datadog..." applies to API and APM.

"Mapping PagerDuty services" applies to PagerDuty; "mapping services" applies to the API.
