[DO NOT MERGE] OPA-1840: add DD_OP_PCI_COMPLIANT environment variable

What this PR does / why we need it:

We need to be able to add the PCI empliance environment variable through the datadog.pciCompliant parameter defined in https://datadoghq.atlassian.net/browse/OPA-1840.
