"Suitability" of the tags generated for a particular story should be measurable.

Suitability itself may be a combination of 2 factors:

[ ] Number of tags generated [1 tag per story is too low; 1000 will likely be too high
[ ] Appropriateness of any specific tag for the story [more critical]
