Update getUsage (issue #3)

FYI - these test cases have been run using the test server, test data and calling ./quota/portal/usage via curl:

caller id is in the admin list
- caller subject = quota subject
- status HTTP 200 OK
- returns JSON usage object
callerId is in admin list
- caller subject != quota subject
- HTTP 200 OK
- returns JSON usage object
callerId is not in the admin list
- caller userId == quotaId
- status HTTP 200
- returns JSON usage object
callerId is not in the admin list
- caller userId != quotaId and is not an associated id (via getSubjectInfo)
- status HTTP 403
callerId is not in the admin list
- caller userId != quotaId and is an associated id (via getSubjectInfo)
- status HTTP 200
- returns JSON usage object
Get a usage with an expired token
- status HTTP 403
Get a usage for and instanceId that doesn't exist
- status HTTP 404
