@csjx this PR addresses:

60 Add a 'resource/SubscriptionResource' class
61 Quota endpoint is returning '202 no content'

Unit tests are not included in this PR, hopefully it's acceptable if they are added later. However these changes have been tested thoroughly via local testing scripts.
