This change will require reindexing of affected content

A similar change was made to Metacat https://github.com/NCEAS/metacat/issues/1517

Hey @taojing2002, do you want to take a look at the changes here before one of us merges? The changes are backed by updated tests but I haven't done a test deployment. A second set of eyes would be great.

I wasn't sure what milestone to file this under as the milestones look a little strange to me. How are we doing releases and milestones on repos like this now?
