Create a contribute data page #121

Create a simple markdown page that includes the 'contribute data' content from the old website. Link to this page from the "How to participate page", and update the link in the MetacatUI template src/js/themes/dataone/templates/noResults.html.

The contribute data page is now available on the preview site. I modified the content slightly from the old website as some if it seemed out of date. Edits can be made to the associated content file if needed: content/community/contribute-data.md.
