update ARM site URL #160

Giri Prakash at ARM has requested a change in the main link to their repository:

Looks like the link to ARM from https://www.dataone.org/network/#section__current-member-repositories points to our old web link. Can you please get this updated to https://arm.gov/data/

We need to update the static page, but also our node capabilities in CN_info_url as well I think.

I updated the preview branch of the website with the new link in sha 095a250 in the preview branch. Will review with @aebudden and then push to production.

The CN_info_url was updated for ARM.

Note: for existing records, the CN_* properties can be updated with an LDAP editor such as Apache Directory Studio.
