Update dev, prod k8s clusters to k8s v1.22.0 #11

Update dev k8s with v1.22.0 first and verify that the new version is working properly, then upgrade prod k8s. Here is the v1.22.0 changelog.

This release includes etcd v3.5.0, which hopefully will resolve the etcd warnings for read timeouts.

Both prod and dev k8s clusters have been updated to k8s v1.22.0.
